Bill History

On April 18 several veteran bullied targets, representing the Oregon Healthy Workplace Advocates group, and Dr. Gary Namie testified at the SB 1035 bill hearing before the Senate Commerce Committee. The business lobbyist questioned the vagueness of the original version of SB 1035. Amendment of the bill to address those concerns (also shared by WBI) was requested by WBI.

On April 30, the Commerce Committee did not vote on SB 1035, but referred it to the Senate Rules Committee without recommendation as to passage. On May 7, the Senate President formally referred the bill to Senate Rules Committee.

On May 11, the Senate Rules Committee held a hearing at which Sen. Gordly, Dr. Namie and a representative from the Legislative Counsel's office testified. The amendment SB 1035-1, written by Legislative Counsel, was introduced. Unlike the proposed WBI amendment, the SB 1035-1 amendment failed to address SB 1035 vagueness and lack of precision as questioning by committee members revealed. Subsequent to May 11, Dr. Namie re-submitted the WBI amendment to address the bill's shortcomings. It is not known if the recommendations will be adopted.

A second Rules Committee hearing and probable vote (work session) was promised by Chair Sen. Kate Brown. The date has yet to be determined. Check the committee schedule here, click "Rules" Committee chair Sen. Brown and Sen. Gordly need to hear from you that you want SB 1035 changed and voted on in the Rules Committee by the end of June.

Only with a positive committee vote, SB 1035 will move to the Senate floor, the next step toward becoming a law.
